Service Center Methodology
Chris passed around a document showing the staff eligible for the
Service Center for each department.
There is a planned communication to the affected staff. Main concerns are to preserve current pay
grades and not have any layoffs. All
transferred staff are to be represented by PTE Local 17. Peg asked about supervisors and
managers. Chris said that they will
still be represented by Teamsters Local 117.
There were many questions about Local 117 staff not being able to
be candidates for the Service Center. Jim explained that Local 17 has the majority
of staff. It would simplify dealings
with the union to have only one union group to negotiate with regarding staff
issues.
Most of the affected staff are Range 56 or higher. Exceptions will be reviewed at a later date
as far as appropriate job class. There
was exchange about which staff would be going or staying and how the options
might play out. Jim said that people
would first be encouraged to volunteer for the new positions. If there are not enough volunteers, then
staff would be selected to choose by seniority.
Staff sessions will be held in the next couple of weeks to inform and
get input from the affected employees.
Project
Update
Transition planning meetings are being held in all departments. Lisa said there is a transition sub team also
including affected staff.
It was questioned about the planned number 16 of staff for the
Service Center. What if this does not
meet needs one way or another? Lisa said
that customer service is the number 1 goal.
Would people be returned to the departments if their Service Center role
did not work out? Chris said the
objective is not to reduce staff. The
Service Center will be evaluated and adjusted as to whether it is meeting
customer service needs. Whatever changes
are made, there will still be a major effort to remain FTE neutral and not gain
or lose staff. Lisa stated that there
still could be budget matters outside of the departments’ control that could
result in loss of staff, such as the budget cuts in Public Health at the state
level.
Training was asked about.
Tom said training will happen according to evaluated skill levels of the
staff coming into the Service Center.
Service Center Manager
It was asked about the Service Center Manager
progress. Chris said interviews will be
held next week. Information about the
candidates will be given to the affected staff.
[Later announcement: The staff will also be able to give input on the
candidates as to their perceived strengths and weaknesses for the job which be
taken into consideration in the hiring process.]
KCIT New Department
Chris said the consolidation to a KCIT
department is making progress. OIRM will
be changing from an office to a department and renamed as KCIT with other
department representatives being included in the organization structure. The IT budgets in particular are going to be
moved to the KCIT department and will be managed by Bill Kehoe as CIO. Chris said the code changes could be
described at the next meeting. Lisa said
this should let the departments get back to their main focus on their lines of
business and hopefully will promote a more collaborative way of operating. She pointed out that the Council will have a
televised GAO meeting on June 21 where the mechanics of these changes will be
more fully described.
The
meeting adjourned around 11:30 am.
