Tom Moran distributed a list of members that applied for Policy Committee positions including several openings and proposed members. He called for a motion to accept the membership as listed (with a spelling correction) for the next three years. Moved, seconded, and passed.

Seniority Update

Tom Moran provided an update of the Transit seniority list.  There was some discussion about how quickly the information changes.  The Policy Committee approved the current list as it conforms to the current contract, with a disclaimer about the effective date and that it is subject to new information.

Review snow policies

Update from Jacob Metzger: The Transit Division has new snow policies, including staffing a new Division Operations Center around the clock with employees during emergencies. Local 17 is looking into whether this requires any bargaining. Feedback from transit employees indicates that most are willing to be part of this response, but there are problems with the timing of shifts and with the granting of executive leave or overtime for this work.

Road Services contract

The Road Services contract ends this December. The committee discussed the issue of whether to ask to roll over the current contract again. No action taken.

Health care update

Whitney Hupf is planning to reactivate the health care subcommittee this summer. Jacob Metzger said he thinks the county will make an effort to incentivize switching to Group Health. There has been some talk of cafeteria plans, which the union opposes. One concept will come up that might be worth discussing: should increased costs be absorbed as higher co-pays or as premiums? Last time, the county opted for point-of-sale (higher co-pays), and the result was that employees got slammed in the press for not paying premiums. No action taken.

I.T. reorganization

Seven supervisor/manager positions were filled recently. They are represented by Teamsters Local 117.  The county is planning to create a service center with one manager and 16 positions to act as “one big help desk” for the county. Talk is underway about classifications for those positions and how they will be filled.
