Update - Feb. 8
From Local 17 Representative Rene Roberta Burnett - Troy and I met with labor relations regarding their February 3, 2010 proposal, the County’s position remains unchanged, we have forwarded a proposal to the County and are waiting their response.
Pierce County Medical and Dental Information
Feb. 5, 2010
Feb. 10 - from Noon to 1 p.m - and - 5 to 6 p.m. We will be available to answer questions on Wed., Feb. 10, 2010 from Noon to 1:00 p.m. and 5:00 to 6:00 p.m. at the PALs Conference Room F.
After months of negotiations and mediation the employer has proposed the following:
Option 1: Premium share and stay with the employer’s plan for $50/$90 premium share with a change in prescription co-pays as listed in employer’s proposal which is attached; or,
Option 2: Go to the Teamsters Welfare Trust Medical Plan A (vision included, see attached), the County’s Dental Plan and the County’s Life Insurance which offers $0 premium share for singles or families.
When we vote we will make ballot boxes available at the Annex, ESB, Road Central Maintenance, Tacoma Mall Office Building and the Tacoma Mall Plaza. The timeframe will likely be very short but we will allow those that are on vacation or in work-related trainings an opportunity to vote.
Update - Jan. 22
Troy and I attended mediation today, unfortunately, we made no progress. In fact, we believe the employer is further entrenched in their position. Additionally, the Teamster’s signed an agreement to go with the Teamster medical and settled on a dollar amount of $989 per month for the medical portion and the Operating Engineers are voting this week on the same medical the non-represented employees have which is $50 for employee only or $90 with dependents and changing the prescription plan for Regence to $10/$30/$60. The premium share for the non represented groups is the same for any plan, except the PPO which is the additional $76.22. Even though Group Health is at least two hundred dollars cheaper?
As of today, we are still waiting for the Teamster Trustees to make a decision on the rest of our groups. We are uncertain when that decision will be made, but we do know it will not be in time for February coverage.
We are meeting regarding negotiations again on February 2, 2010.
We are planning to schedule a meeting in early February with the memberships. We know this is a trying time and appreciate your patience. The Unfair Labor Practice charge was filed and received by PERC but not assigned to an adjudicator as of today.
Update - Jan. 12
Our mediation session last night was unsuccessful. The County's position remains unchanged. Additionally, unknown to us until yesterday, the Teamster's Local 117 group reached an agreement with the County to go to the Teamster's Medical for a total medical contribution of $989.65, which includes vision. This amount will only cover Group Health in full and does not cover any of the Regence plans.
We filed the Unfair Labor Practice (ULP) and are waiting for a hearing officer to be assigned.

At our last mediation session on December 2, with the assistant of a State Mediator we still did not reach an agreement with the County in regards to the 2010 Medical/Dental plans.

Other News
Local 17 was contacted regarding the Council's decision to cut 22 positions in PALS. Local 17 representative and Chapter President will be meeting with management on November 23, 2009 to get additional information on the layoffs, bumping and the impact of the entire bargaining unit.
Once the Executive was made aware by Representative Jankiewicz of the issues and specifics around the asbestos complaint, The Executive recognized the importance of taking care of the safety and welfare of Pierce County employees and resolved the issue by withdrawing the L&I appeal.

3-Year Agreement Approved
Pierce County members in the General and Supervisors bargaining units approve a three-year Agreement that includes an increase of 5.22%, retroactive to January 1, 2009, and wage increases in 2010 and 2011 will be 90% of the CPI-U with a 2.5% minimum and 5.5% maximum.
Other highlights in the settlement are maintenance of healthcare benefits in 2009 with openers in subsequent years, emergency response pay during inclement weather for Road Operations, clarification in layoff language, a sick leave incentive program, changing paid reserve military leave from 15 to 21 days, as well as some other language changes. Members ratified the Agreement March 11.
