2015 - 2017 Contract
Highlights of the contract include:
1) COLA –
a. For 2015, a 1.5% COLA effective October 1, 2015 if the contract is ratified by October 1, 2015. If the contract is not ratified by October 1, 2015 the COLA will be effective the date of ratification.
b. For 2016, a 1.5% COLA effective January 1, 2016. If the contract is not ratified the COLA will take effect on the ratification date. The County inserted a “special note” into the contract when they changed the date of the 2016 COLA: “Given the Budget Challenges the County is experiencing, to include increases in medical benefits in 2016, the Union and County recognize that the COLAs proposed for 2015 and 2016 could result in layoffs.”
c. For 2017, either party may request a wage opener by August 2016 for 2017 wages.
d. The County will not agree to COLA retroactivity.
2) Lag Pay - Spokane County has withdrawn their lag pay proposal.
3) Medical Insurance – The premium shares will remain the same. The County has withdrawn their proposal to double the premium shares.
4) Affordable Care Act Taxes – If the health care benefits are projected to exceed the 2018 “Cadillac tax,” the parties’ agree to commence and participate in an “Empowered Health Care Committee” (one member per local union). The Committee will be charged to review and determine how to avoid the tax, which could include possible health plan changes.
5) Paid Time Off (PTO) - The County has withdrawn their PTO proposal.
